Plots 1 and 2

Yves Riviere, the owner of plots 1 and 2, has kept us up to date with progress on his application. He is still in contact with the Camara regarding demolition. The progress is slow, but the process is continuing and the Camara have recently asked that documents be submitted to the Parque Natural Ria Formosa officials for their approval.

Infraquinta Meeting Monday 20th September

Present: Eng. Luis Ines, Chris Bateman, Jeffrey Jackson, Sara Caetano
1. Out of hours emergencies
If you become aware of a problem related to water supply or sewerage outside normal office hours please contact Vigiquinta on 289 394 494 and ask them to inform Infraquinta
2. Landscaping
We have asked that priority is given to the palm trees area alongside plot 78
3. Refuse collection
The contract has been agreed for the underground bins to replace the 'moloks' and installation should start next month. Once these are in place Infraquinta, rather than CML, will be responsible for emptying them. At this time they will be in a position to start door to door refuse collection. Further details will follow. A litter bin will be placed on the car park at the entrance to the Ria Formosa.
4. Bills
Infraquinta has carried out research into the relative costs of services to owners in the surrounding areas. Their Finance Department should provide us with a copy and we will publish the information.
5. Ria Formosa Access
The limited access on to and around the edge of the Ria Formosa, which is caused by blocked paths and apparent extension of plots in Salinas Clube, was discussed and CML maps of the area examined. SPOA will make further enquiries.
6. Maintenance and Improvements
It is hoped that work will soon start on the footpaths. Infraquinta have been asked to ensure that the road and footpath in front of plots 76, 77, 23 and 1 are cleaned

Committee Meeting Monday 6th September

Minutes of the SPOA Committee Meeting. Monday 6th September 2010

Present  Committee:-Coen Dekker, Celia Barros, Chris Bateman.
             Also present:- Maarten Ellis
Apologies Jacques Hirsch, Sara Caetano, Bernie Canavan

Agenda

1. Ben Heisterkamp's successor. Jeffrey Jackson was unanimously co-opted onto the Executive Committee.

2. SPOA Website The website will remain in its present format which is a simple method of updating owners. A forum style website would be an additional complication with no real benefit.

3 Sewerage Several checks have been made with Infraquinta and they assure us that it is functioning correctly. There is an issue over the route taken and a disagreement between a Salinas owner and CM Loule over ownership of land. SPOA will not become involved in this. We can find  no evidence that Plot 21 was regarded as a utilities corridor and therefore was never a possible route.

4. Palm Trees Area Several trees are affected by the weevil. The area is currently being tidied but not irrigated. It should be landscaped to reduce the need for irrigation at some time this Autumn

5. Water Charges These are confirmed as being correctly made and common throughout the Infraquinta area. Charges for Almancil and Loule are comparable. (Their per m3 charges are lower for small users but higher than ours for large consumers). We will ask Infraquinta for clarification of all the other charges (Saneamento etc) on its bills.

7. AOB

a. Aircraft noise. SPOA will consult the owners associations of QdL, VdL etc to see if they wish to make a combined representation about noise. It is accepted there will always be noise but it is felt that it is worse than it should be because the correct flight paths are not being used
b. Abandoned truck A large truck seems to have been abandoned by the pumping station. The registration is being checked with the GNR to determine ownership
c. Tennis Courts It is accepted that the courts are on privately owned land but it is designated as community use. We are attempting to clarify with the Camara to see if we can exercise control over the use even though we don't have ownership.
d. Infraquinta meeting  A meeting will be arranged to get an explanation of some aspects of the Infraquinta bills, door to door refuse collection and confirmation of landscaping schedule
