All the old road surface has been removed and work has started on laying the new surface. Rua da Andorinha (Plots 3 to 13) has been completed and the contractors have started on Rua do Pato Real by Plot 14 and are working anti - clockwise

Recycling Update

We understand that there will be three recycling bins for
1. Paper
2. Glass
3. Plastic and metal combined.


Later the 'moloks' will be removed and replaced by underground bins to match the recycling ones. These will be for household waste.

SPOA and Infraquinta

Questions have been raised about the location of the underground recycling bins and the SPOA Committee’s response is published further down the page under “Recycling Bins”

This in turn has led to further questions about the authority of SPOA to make suggestions to Infraquinta on behalf of owners. It might be helpful to clarify the situation for the benefit of all owners.

 

There are two issues.

Did SPOA have the authority to involve Infraquinta at the start?

Is the present Committee correctly appointed to carry on discussions with Infraquinta?

1. At the earliest meetings between SPOA and Infraquinta the Association was told that Infraquinta would only take over the management of Salinas if at least 75% of owners could be shown to have accepted their proposal

2. SPOA sent out a letter in September '06 outlining costs and what Infraquinta would do. Owners were asked to sign to confirm they accepted. More than 75% of the owners accepted.

3. These figures provided a mandate and SPOA subsequently started negotiations.

4. The SPOA Committee stood for election at each subsequent AGM and with some changes in membership have continued to represent owners. All of this was done in line with the Articles of Association.

5. Membership is open to all owners and those unable to attend can provide a signed proxy. Secret ballots take place with a simple majority of owners present or by proxy required to appoint committee members.

It is on this basis that we represent the owners of Salinas in negotiations with Infraquinta
