Resurfacing of the Phase 2 roads has been finished. Minor work to re-set the manhole covers is currently being completed

Phase 2 progress

Almost all the old road surface has been removed and most of the new foundations are in place. There is probably one or two more days work left before resurfacing starts later this week.

Infraquinta Meeting 14/04/09

ROADS

1. Phase 2. Infraquinta told us that the reason for the delay in starting Phase 2 was getting the company on site to do the work. Apparently they do many major road projects and ours was considered a small job to be fitted between larger projects. Eng Luis anticipates that Phase 2 should be completed within two weeks
2. Phase 3 This should be completed within the year but no contract has been issued yet.
3. Street Cleaning. Phase 1 and 2 as well as the street from Plot 2 to 13 is not a problem and these roads can be cleaned by machine. Phase 3 streets generally present a problem because the road is too rough for the machine to work effectively. Attempts will be made to find a solution. They are not sure they can clean from Plots 61 to 64 because of sand running from the building works on 64.(We have written to Fernando Leal, the owner but are still waiting for a reply)
4. Footpaths. Their maintenance team will spray the footpaths to get rid of the weeds
5. One way system The plan is to leave the roads as they are with traffic both ways . Infraquinta believes the roads are wide enough to be safe. (It seems the one way system was put in when there was a lot of construction traffic so probably is not needed now anyway)
6. Traffic signs "Stop" signs and white lines will be placed at junctions to show who has right of way.
7. Street names Eng Luis suggested that we should have street names. He has someone writing a report about their other areas and will include QdS in this. The report will identify how the streets should be named but QdS will choose the names. They will need to be Portuguese and be neutral. Eng Luis suggested that naming after local birds or flowers, for example, would be acceptable to Loule Camara. This will be discussed at a later date.

REFUSE COLLECTION

1. Refuse recycling They still plan to install two groups of QdL style recycling bins later this year. One will be next to the "molok" near 78 and 79 and one around the corner from the townhouses and apartments.
2. Refuse Collection They did not rule out collecting from the gates of individual villas but said it would not be very practical because our footpaths are so narrow and villas in Salinas do not have "cupboards" for the bins near their gates as they do in QdL

INFRAQUINTA FEES
Infraquinta are within their rights to start charging us and are going to insist on the same level of fees as Quinta do Lago and the other developments they manage. We were told that Salinas will be brought up to their standards but this may take between one and two years in total because of the amount of work needed and the expenditure involved. Infraquinta have already spent €155,000.00 on improving the infrastructure in Salinas with considerable costs still to come

Refuse collection fees clarification
No element for refuse collection is included in your Imposto Municipal Sobre Imoveis (IMI / Council Tax) bill.
When you have “municipal water” your bill includes water consumed, run off water and refuse collection. It seems that the refuse collection element was not paid in the past because we got our water from a private source (Raymond van Gelder) rather than being connected to the municipal supply. Infraquinta is 51% owned by Loule Camara and can therefore now charge for this service. Infraquinta’s charges are higher on the basis that we will get a higher quality service.

Street Cleaning
The new sections of road have been cleaned but we still need to resolve the issue of cleaning the rest of Salinas and the frequency of work
