Infraquinta Fees Update 26/01/09

We have been told by Infraquinta that the January date for the increased fees will stand.

They will resolve this by bringing forward the start of refuse collection rather than delaying the start of payments. Since Aguas do Algarve upgraded the sewerage system all our run off water has already been dealt with by Infraquinta so as soon as they start the "solid waste" (refuse) collection they are legally allowed to charge.

Infraquinta Fees: Please Note

Although we were told during our recent meeting that March was the likely date for Infraquinta to start charging fees (See previous entry below) we have subsequently been told that Infraquinta’s Administration department has sent out bills for January that include the new charges.

Roads
Infraquinta has a target date of late February for the start of Phase 2. Separate contracts have been awarded for each phase and Phase 2 will be done by the company used for Phase 1. 12 Villas and 1 apartment block have been identified as having "illegal" drainage. Eng Luis will write to them and we will contact them ourselves but he has now indicated that the road will go ahead anyway. He has said that he will not consent to the road being dug up at any time afterwards and this in turn will prevent owners getting any certificates they need to put their paperwork in order. He recommends that all owners take this opportunity to rectify their problems before roadworks start. Even a slow run off over the pavement can undermine the road foundations leading to subsidence and reducing the life of the road
He says that Phase 2 might take about a month but at this stage he did not feel he could not give an accurate date for starting Phase 3, but confirmed again that all the work would be completed

Road Cleaning
We ended the contract for street cleaning that we had with Iosef Bontea with effect from last November because we anticipated road work would start and so there has been no street cleaning for two months. Eng Luis has agreed to start street cleaning, even though the roadworks are incomplete. We asked him to start as soon as possible

Refuse Collection
Refuse collection by Infraquinta has been delayed since they are still waiting for the delivery of a new truck.

Communal areas
It was confirmed that Infraquinta will maintain communal areas. They were reminded again about the old cisterna. between 69 and 76 which is in a dangerous condition.

Fees
We asked Infraquinta to consider charging a lower rate for maintaining Salinas. We suggested for example that we have far fewer public spaces than Quinta do Lago and that as a cul de sac we do not have through traffic to the beach or golf courses. We were told that Infraquinta charges a standard rate for all the areas it maintains (Quinta Verde, Pinheiros Altos, Encosta do Lago and Salinas Clube) We were also told that the capital cost of bringing Salinas up to standard (water, roads drainage etc) far exceeds the cost of incorporating other developments due to the low standard of the existing infrastructure,

Infraquinta is only allowed to charge for providing water and waste disposal. We are already being billed for water and from March will be billed for waste disposal. This is at the level that owners were informed about when first consulted. It consists of two parts, removal of solid waste (refuse collection) charged at €8.66 per bed per month and run off water from plots and roads at €3.70 per bed per month. These are 2008 prices and equate to €311.47 per double bedroom when IVA is included.
This charge can only be levied once refuse collection has started but can be made before the roads are completed. We strongly advised against this but it seems likely that only Phase 1 and 2 will be completed before billing starts. This is allowed because no part of our contribution is used to construct or maintain the roads

Burglaries
Because of a burglaries recently in Salinas we made an enquiry to see if it was likely that Vigiquinta would extend its security patrols into Salinas but we were told that this could not be done

We are still waiting for an update from Infraquinta regarding the amount of remedial work that needs to be done on individual villa drainage systems prior to work starting on Phase 2
