Dangerous Dogs Law. Lei Caes Perigosos

At the recent AGM people spoke of their concern that owners were allowing dogs to roam through Salinas without supervision. There was particular concern about some breeds of large dog.

Dangerous Dogs Law

According to the Ordinance nb. 422/2004, of the 24th of April breeds of dogs considered dangerous are the following:
I) Brazilian “Fila” dog
II) Argentine Dogue
III) Pit bull terrier
IV) Rottweiler
V) American Staffordshire terrier
VI) Staffordshire bull terrier
VII) Tosa inu

According to Law Decree nb. 312/2003, of the 17th of December:
a) The animal keeper has the duty to ensure that it does not endanger the life or physical integrity of other animals or persons;
b) The keeper of a dangerous animal is required to maintain strengthened security measures, particularly in housing, where he should put in a visible place a sign warning of the presence of a dangerous animal;
c) Animals can only walk on public roads when accompanied by a keeper older than 16 years;
d) When the keeper walks in the street and in a public place with the animal, he must use a functional muzzle (to prevent it from eating or biting). He must also use a short leash (up to 1 metre length), fixed to the dog’s collar or pectoral.

Lei Caes Perigosos

Segundo a Portaria n.º 422/2004, de 24 de Abril, as raças de cães consideradas perigosas são as seguintes:
I) Cão de fila brasileiro
II) Dogue argentino
III) Pit bull terrier
IV) Rottweiler
V) Staffordshire terrier americano
VI) Staffordshire bull terrier
VII) Tosa inu
De acordo com o Decreto de Lei 312/2003, de 17 de Dezembro

a) O detentor do animal tem o dever de o vigiar, de forma a evitar que este ponha em risco a vida ou integridade física de outras pessoas ou animais;
b) O detentor do animal perigoso fica obrigado a manter medidas de segurança reforçadas, nomeadamente nos alojamentos, onde deve colocar em local visível uma placa de aviso da presença e perigosidade do animal;
c) Os animais só podem circular em via pública quando acompanhados por detentor maior de 16 anos;
d) Quando o detentor circula na via pública e em locais públicos com o animal, este deve usar um açaimo funcional, de forma que não lhe seja possível comer nem morder. Deve ser seguro com trela curta até 1 metro de comprimento, que deve estar fixa à coleira ou peitoral.
